Hi Tuan,
I am unsure, if ACL is handled correctly for one Drop Drown list in the Backend.
Case: Access the Backend with an User in "Administrator"-Group (not a Super User)
Backend->Registrants->Registrants: drop down in the middle to select the event. This drop down requires the ACL "Configure ACL&Options" set to "allowed" (standard is "inherited" resulting in a calculated setting "not allowed"). However, I think it should also work with the standard "Configure ACL & Options = inherited/not allowed) as the Administrator is able to see the events anyhow. Just the drop down list does not work.

We have been using core.admin permission for checking that for years, so I think we will leave it as how it is for now. Do you use frontend registrants management? If No, maybe change Only Show Registrants Of Events Owner config option to No will help your case
