No refund button showing on registrations for user

No refund button showing on registrations for user was created by David Unwin
We are looking at options to refund certain customers if they have to cancel their registration.
I have looked at the documentation on this
eventbookingdoc.joomservices.com/registr.../refund-registration
When I try it I can't see the refund button ? See the screen shot. I am doing this in the Events Booking backend and I am a Super Admin.
I looked in the config options and can't see anything there that I need to turn on to show the refund button.
I have looked in Plugins and I can't see any plugin that refers to refund.
We are using PayPal
Any ideas what I am missing or doing wrong???
