Auto Upload Configuration

Hello ...

Is it possible to set permission so that only a specific user or group of users (like authors) can auto upload a document, while all other Registered Users require approval?
I see the setting in Configuration, but it seems to be an "all or nothing" choice. In The ACL, I see the setting for download only.
