There is not an easy way to handle it. Maybe you can:
- Create a new user account, like VIP user group, assign these users to that user group This VIP user group should be child group of Registered user group
- Then create a new access level called VIP, select VIP user group for that access level
- Finally, edit the event, set Registration Access to VIP
By doing that, only users belong to VIP user group can register for that event. Later, when you want, you can set Registration Access back to Public so that other users can register for the event
