Problem - Events Unpublished when full not published after cancellation

We have set events to be unpublished when capacity is full - Works fine.
However, if someone cancels their ticket for the event, the event remains unpublished even though the capacity goes back below the limit. So other people cannot see or book that place on the event.
The series of screen shots attached shows the problem. 
The only way around this is to go through and manually go and re-publish the event. Not sure what might happen if people are on the waiting list as I have not yet checked that.
