Is there a way to set a minimum qty for a event/cart item.

Have the events setup and using the cart module to display the selected events the user picks. The events are priced as an individual but want the default qty when the item is added to be 2 instead of 1.

Is there an option somewhere that I missed?

There is not a way. However, I made some modification to the code to support that. You can get this file, unzip it, upload to components/com_eventbooking/helper/override folder on your site and it should work as you want (the folder override does not exist yet, so you need to create the folder yourself)
