Category Table Layout maybe using UTC instead of system date

I have a menu item using Calendar Table Layout and a default duration filter of "Today". The website system configuration is set to "Chicago" (which is USA, Midwest CDT right now).

However, the menu item acts as if it is using UTC. It is now 8:41 pm on June 16th as I write this, but the menu item is now showing tomorrow's date (of the 17th). A few hours earlier, it was correctly showing today's date, I believe. (Maybe my memory is wrong and it's always off by a day)

SECOND issue for same menu item. If I manually select "All Dates" from the drop down, it switches back to "Today"

No, the system should uses your site timezone, not UTC timezone. You can submit a support ticket sending me:
