which PDF library is EB using to generate the tickets?

I had a look in the file system and I find:

./components/com_osmembership/tcpdf
and
./components/com_eventbooking/tcpdf

(I have OSM and EB installed)

Is there any reason why you don't use a common library plugin like the one referred to here: www.joomlashack.com/docs/oscampus/setting-certificate/ ???

Using a single common library makes sense. However, each extension has shipped it own copy of library from the beginning, so we could not remove it (to use a single library) because there might be override code which still uses the library (which is from old folder)

So we will still have it as how it's for now. When we release new major release (for example, when we have Events Booking 4.0, we might change it). We have backward compatible in mind and could not make changes which could break existing installation/customization
