Without checking the site, I think it happens because you are using shopping cart with collect members information set to Yes

In this case, the system needs to collect billing information and member information, so even if you only register for 1 member, there will still be billing record and member record

If you don't like that behavior, maybe you will need to disable shopping cart and use individual/group registration instead
