I tried to send a test mail in global configuration -> mail settings, then an error message 'Test mail could not be sent', and notice 'Could not start mail function.'
how do i fix this?

That mean Mail Settings on your site is wrong. You need to correct that settings (ask your hosting providers for the correct settings if needed as Joomla provides several mail options)
