Yes. The solution is add cancel registration link to the confirmation email, see eventbookingdoc.joomservices.com/basic-s...l-their-registration for detailed instructions

If the user has an account on the website, can he cancel without logging in, through the cancellation link in the registration confirmation email message?

Yes. Via the link, it works for both registrants who has account on your site and does not have account
