Paypal returns to the offline payment screen instead of payment successful

I have a weirdness that I cannot seem to untangle.
I have three payment methods active - Paypal, Stripe and Offline.
Stripe works as expected - Event's Thank you message displays.
Offline works as expected - Event's Offline Thank You (send us a check) displays.
Paypal, following successful payment and then clicking Return to Merchant (not sure why it doesn't return automatically) returns to displaying the
Event's Offline Thank You (send us a check) even though payment is complete.

In case it matters, the Event Basic Settings page has
Registration Compelte URL = /donation_complete
Offline Payment Registration Compelte URL = /donate_by_check
but these pages are not displayed - this setting seems to have no effect.

That's strange to me. Maybe you can submit a support ticket sending us:

1. Super admin account of your site

2. Link to the registration page

We will try to check to see what's wrong and get it sorted. Base on my experience, maybe the page is cached. Or maybe you should empty the value entered into the following fields:

- Registration Complete URL
- Offline Payment Registration Complete URL
