Percentage Late Fee for Custom Fields

Hi,
I am trying to implement a late fee based on a % increase at a defined date. My only fee fields are custom fields.
My testing shows a couple of problems with this.
1) The % late fee is being applied. However it is applied to all fields including those which have the "Discountable" option turned off. This is not consistent with the way the early bird fee is implemented and not correct for my form
2) The front end entry form Event Properties shows a box with
Late Fee AUD25.00 (From 14-10-2019 00:01)

I cannot find a way of turning display of this off and it is incorrect saying the fee is $25 rather than 25%
