Group registration button will not appear

Tuan,
I cannot get the group registration to appear, I have go into configuration and made sure the activate shopping cart is set to no, I have verified that in my event that registration type is set to both individual and group, I have read multiple articles, gone through the documentation and cannot figure out what is set incorrectly. Do you have any advice?
