I don't think so! In each event there is a cancel registration option - see screenshot attached.
Set Cancel to YES and optionally set latest date someone can cancel, but not the time as far as I know

Yes, that's correct. At the moment, we only check cancel registration by date, not time

I will try to support for time in the future. But need sometime for development. I will inform you when it's implemented
