Billing Information for Free Event

That setting actually only works for Individual / Group registration, not on shopping cart mode

The reason is because when you have shopping cart turned on, you can register for multiple events, some events might be free, some events might be paid..., and we could not turn off billing information

So in your case, I think you should go to Events Booking -> Configuration, find the config option Activate Shopping Cart, set it to No

Then try to register for the event again. It should work fine
