Paypal State Field not getting populated correctly

Paypal State Field not getting populated correctly was created by jeff
Hello,
I'm currently having an issue where if a user goes to my site and registers then they are directed to paypal (they click) pay with credit or debit card.
All of their information is correctly ported into the PayPal fields correctly EXCEPT the state field. The state field is being populated with the word State
This is causing the users to try to submit payment and then they keep getting errors that their payment couldn't be processed. They don't notice the state field is incorrect because its populated with something.
Any help or advice would be great.
