I do not see a way to add recurring events through the Front End with Submit an Event. Is this available?

Hi
If you want to enable it, you will need to use default event submission layout. Go to Events Booking -> Configuration, look at Themes tab, set Frontend event submission form layout config option to Default to use default layout and the option will be avaialble
