Unfortunately, it is not possible. A custom field can only depends on another normal custom field. It is not possible to make a custom field depends on country field. I will see whether I can add support for it in the next release 3.1.1, right now, it is not supported yet

This would be a useful addition since then you can have different event prices for different countries (high income, low income etc). Of course I could make another custom field and populate it with countries. But if I don't use the country field then the state field won't work, will it?
If you want to populate states from selected country, then you will need to use country field. So we will need to figure out how to make country field support dependency feature
