Cut Off Date was created by Calum
If I set Cut Off Date to: Sat 16 Sep 2017 it shows as that on the web page.
But I can't register on the 16th... ...my users expect they would be able to?
Have I done something wrong?

Hello,
I think you should have a look at the hour and minute info of the cut off date.
If you set the date to 16 sec 2017 this might be registered as 16.09.2017 00:00 and than it is obvious that no one can register on the 16th.
If you set the cut off date to 16.09.2017 23:59 than registration is still possible during the day.

Yes, If you set the time for cut off date, the time will be shown. Make sue the Event Date Format config option has Time parameter, too
If it is not being shown, maybe it is because you have template override base on code of old version (in the past, we didn't support time for cut off date). Happy to help checking it if you submit a ticket

Not aware of having an over-ride set.
My date formats are set as D j-M-Y
Time format is set as g:i a
Do I need to add g:i a to the D-j-M-Y
I suspect I've been using EB since before cut off times existed.

The parameter which you need to change is Event Date Format. I just checked on my local computer to be sure and it works well
The time format config option has no affect here (it is used for showing time in the calendar only)
