Paypal no longer working - Admin error...

I'm getting this error from Paypal, "Things don't appear to be working at the moment. Please try again later.". I'm guessing this is the issue here, www.paypal-knowledge.com/infocenter/inde...e=content&id=FAQ2067

I found my issue, admin error... I guess I was creating the event to fast and put the notification emails into the first email field I saw, the paypal email address.. My bad..
