Users able to create their own events was created by Sara White

I am not sure if this is possible. I would like to offer registered users on the website to be able to:

- Register and then be able to submit their own events (events being approved by Super User)
- Use their own PayPal email address for each event
- Manage their own events from the front end of the website

Could you please clarify this for me, Thank you.
