Hello,
I think that it is not very clear when Waitinglist confirmation email body is sent and when Waiting list complete message is sent. The descriptions provided are the same.

Hi
The first message will be sent to registrant when they joined waiting list
The second message is the message which will be displayed on waiting list complete page (after registrants complete joining waiting list)
So one message is used to send to email, one message is used to display to registrant
Hope it is clear now
