is it possible or is there a way to create (re-occuring) events and pre populate them with registred members?

Sorry but this feature unfortunately, not supported in Events Booking yet

To become registrants of an event, the user/registrant needs to register for that event

Export registrants of an event, then change event id, and import it again would be a nice solution. Unfortunately, it is still not being supported at the moment

Yes. It is possible. However, as I mentioned, it will cost you 80$ for that feature. So I am not sure if you want to go with that customization
