Not sure, if the paypal setup is correct, as we are selling events to people so there is no shipping info needed because there are no goods to be shipped.
So one of the client did his first transaction online and paid using paypal.
then we got this message from Paypal:
The money is in your pending balance and typically available 21 days from the transaction date, or once the buyer confirms they're happy with the item.

We found an unusual change in selling price for this transaction.
The transaction is inconsistent with your business model.
You're selling an item that can potentially cause dissatisfaction with customers.
Your account was inactive for a while.
Here's what you can do to speed things up:
Mark your item as shipped on the Transaction Details page. Your money will be available within 7 days of the shipping date (or 14 days if you're shipping abroad).
If your item doesn't need to be shipped (e-book, piano lessons, etc.), mark the order as processed and provide details. Your money will be available within 7 days after you mark as processed (or 14 days if your buyer is based abroad).

Then We called paypal. and they said we need to do the following:
Here’s how to add your tracking information or change the order status:
Log in to your PayPal account.
Click Activity near the top of the page.
Click the buyer’s payment.
Scroll to the bottom of the page, then click Add Tracking Info. If you sold an intangible item and do not have a tracking number, please select "Order Process/Service Rendered."
NOTE: If you don't see Add Tracking Info, click the See Details in Classic Site link.
Fill in the information, and then click Save.

That's PayPal policy and we could not change it. Basically, that happens with new PayPal account only. And after two months (if I remember correctly, I happened to me as well), this limitation would be removed
