2 Questions:
- Can I give more than 1 user the right to export a CSV of event registrations from the Front End? It seems it has to be the event owner? I've got an event being managed by a committee of 3 who should all have download access - do I need to give them backend access?
- Some custom fields export on that CSV but not all...? Is there a setting somewhere that I've missed? They export on the backend OK. (Could be because I tweaked the code so that custom fields apply for all categories not just the primary category? Was assuming front and back end export used the same selection code)

Regarding #1, here's a potential workaround: you could create a new user, make it the event admin, and give the login credentials to the 3 committee members. Then the can each have access to the event from the same account.
And for #2, you'll need to wait for the expert advise of Mr. Tuan.

I just created a new user group "admin" or whatever you want to call it and gave them the permissions they needed to access the frontend export and admin rights. That way many can do it. The only issue I have had in the past is that some of the events and locations were user specific, so if user1 added a location, user2 could not see it or edit it. But I that may be fixed now. Also there is a setting in the backend "Only show registrants of events owner" set that to "no".

That doesn't appear to be how its configured (at least at 2.3.1 as I have applied custom code do haven't applied upgrades yet). It appears you can give group access to the front end registration management tool - so 3 users can have access to that and I think see the event (not tested) but they can't download to CSV which is what they want to do.
Basically 1 is handling food orders that are attached to the event
1 is handling all the paperwork when they arrive
1 is handling the competition scoring.
They can share CSV among themselves but it seems slicker (and more resilient if one suddenly took unwell etc) to have all 3 accessing it. But the CSV download from the front end seems to be for the event owner only. I can no doubt hack it but it just gives me YET ANOTHER hack to apply when I want to upgrade...

Did you try creating another Joomla admin group?
I clicked new, gave it the title admin, and made the group parent Super Users then save.
Then go to EB config, then options, then give the new group the access it needs.
Then select only show registrants of events owner to "no"
