I have searched the forums but have not seen a solution for a problem I am trying to solve.
There may be a few ways to solve it and I would appreciate any ideas.
My Client would like to be able to separate reserving a class (Used for classes held out of town) and booking a class.
Optimally he would like to be able to have visitors be able to book the event when its available and reserve the class when the instructor does not have the class location set.
He would also like to be able to reserve a seat with one email (email1@example.com) and book an event with a different email (email2@example.com). The separate emails would then be delivered to the appropriate person in the company.

Unfortunately, I don't see a way to implement it using Events Booking. From what I see, you might have to build a custom component for this task, I don't think there is any existing extension can be used for this requirement

Not to show any disrespect to the illustrious and benevolent Tuan, but I think I *can* see a way that you can make this work in EB
You might be able to pull it off using the Waiting List feature. For the "bookable" classes, set up as normal. For the "reserve" classes, set the number of registrant spaces to 1, and book that 1 space with a dummy registrant. If you have Waiting List turned on (and the Event Booking - Unpublish Events plugin disabled), then that event will then switch over to Waiting List mode, and other registrants can then "reserve" a spot in the class. Once the class details are confirmed, increase the number of available spots, and move registrant over to an active registration status. Optionally, in the Translation tab, change the text for any "WAITINGLIST" items to something that references "Reserve You Spot / Class Reservation Confirmed / etc/" instead of the default "Join Waiting List / Join Waitinglist successfull [sic -- the default text for this item has typos] / etc."
You can specify a notification email address for each event under the [Advanced Settings] tab within each event.
