Waiting list

Hello,
I have an event that had inscriptions in wait list. Seats have been released but remains isncrits participants wait in the waiting list condition.
Is this normal? Are they waiting list of participants not tilted in the state expected?

Could you please explain more details about "Seats have been released" ? How you released the seats ? Someone cancels their registration ? Or you increase the capacity of the event?
