Register Interest in Event (sort of Waiting List)

Folks,
is there a way I can permit prople to simply register their interest in an event, and have that created as a sort of "Registrant", without actually taking up a place in the number of registrants for capacity?
If someone registers and uses the Offline Payment, and really only wants to 'Register their interest', then the number of available places is decreased.... I know that this is the proper operation of the system, and is good.... but can this 'Register Interest' functionality be implemented?

I can always do this outside the EB system, using a 3rd party form, and put the 'Register interest' people into a spreadsheet....

To be honest, I won't implement this feature in the near future. I want to focus on other more important features first, so for now, please implement it from out side EB
