How to change tooltips in front-end?

How can I change some tooltips for the event submission form in front-end? Language override in EB? Or in Joomla? I am confused...

Also, I am trying to add some where previously there weren't any. Is that possible? (eg users of front-end event submission need to indicate in the price field the price without 19% tax as the tax system has been enabled)

If not possible I will simply make the field description longer, but it would be great if it was possible.

I am also interested in this if it is possible. Some of the fields will need to be explained to the end user. Don't want to have to write up a page for just instructions.

Very powerful component, just a little too powerful for some of the type of users that will come to the site.
