Default frontend language

How do I set the default frontend language of events? I would like to set it to italian.
Second question: what is the correct position on the server for the italian translation file? On my site Italian works on the backend but not in the frontend.

The choice of language is in "translation management"
the language file is there: language / it-IT / it-IT.com_eventbooking.ini for the front-end
