Time format/settings

Hi, i am new to event booking.
I have a question, how can i change the time settings"? (to dutch)
I want to have 16:00 instead of 4:00

Who can help me with this?

if event is on 21st of February 2015 and starts at 9 at night

d F Y - g:ia
converts to
21 February 2015 - 9:00pm

d F Y - G:i
converts to
21 February 2015 - 21:00

note that the g is a capital "G" in the second example
