Looks like it is already live!
Edit an event -> Discount Settings tab -> select your member groups (ctrl-click to select multiple) -> enter the discount amount(s) (use comma to separate the amounts for each of the member groups in the order that they appear in the list).

Yes. It is already there (from version 1.6.9). Please follow the Instruction which James wrote about to setup it and get it running.
