Is there a way to hide or restrict just this information in the os_authnet plugin or the payment plugin tab to certain backend users?

At the moment, it is not possible. Maybe we you can change the field type of these parameter from plain text to password field type if you want these information to be secure.

Look at the file components\com_eventbooking\payments\os_authnet.xml and you should be able to do the change .
