Permissions not working ?

Hi Tuan,

I have set the Frontend Registrants Management and View registrant list for
Author to Allow, and it is set to Not Allowed by inherit for Registered Users,
BUT they can still se the download Registrants button Why?

Needs to be fixed ASAP.
