Manage registrants versus view registrant list

In the back end configuration, there are two fields involving event registrants. First, there is "Users can manage registrants from front-end" field, which I believe controls who can use the "Registrants management" menu item.

Second, there is a "Users/Groups can view registrant list from front-end" field. The description for this field is:
"Enter ID of users/groups which you want to view list of registrants of an event from front-end via [VIEW LIST] link. If you leave it empty, all users can view it"

It is not clear to me what adding user IDs to this second field does. Where can they view registrants? What is a [VIEW LIST] link?

[VIEW LIST] link is a link on Events Detail page which allows users to click on to view list registrants of an event. Please see this page for a sample :

In that case, the View List link is not displaying on my event details. I can confirm that my user ID is listed among those who are supposed to be able to view the registrant list in the front end.

Why is the View List link not showing?

@Sherry: If your ID (or your group ID) is listed, you will be able to view list of registrants for sure. Maybe something wrong here, please send me administrator and FTP account of your site so that I can check it for you !
