Reorder Custom Fields

I have added several custom fields but don't seem to have the ability to change the order of those fields. Right now my heading field is under all the other fields rather than where I need it to be. The boxes that I would put the order numbers is is not selectable. Neither is the up and down arrow keys.

Any suggestions?

Please press on the header of ordering column . After that, you will be able to change ordering of these custom fields .

I have tried that. I thought that was a possibilty that would resolve the problem as I have another component that does the same thing and that fixes it. But it doesn't fix it here.
