Just create a custom field with Special access level and you should be able to put the notes you want for each registration. Only you can see that data, not registrant
Although that is an option, my preference would be the first tab as our office personnel knows to only edit that tab. Having them access the custom tabs area could cause them to accidentally edit a field.
