Inserting and Sorting Custom Fields

When creating new custom fields can there an option to create it before or after an existing field.
I have more than 50 custom fields. So whenever I create a new field I need to drag it to the top or middle or bottom as per the form.

Can there be an option of creating fields within an event apart from custom fields.
These will be fields that won't be used anywhere else except for that event.
