Allow Tax Exempt Feature

It would be a good feature to have the tax exempt feature, where we can offer certain person to register without tax.

So, please see if this can be implemented.

I would also be interested in that for a client using JoomDonation (shouldn't this be in the joomDonation Forum???). Are there any plans to implement this? Or if not, is there a possibility to implement it via plugin? In that case, I could do it my self.
