Third party event booking

I am creating a site for a customer who needs to allow school admin staff to book teachers onto events, on their behalf. At the moment I can't see any straightforward way of doing this. Can you let me know if it is possible, and if not whether it might be a feature that could be added?

Just to say, I have already considered using the group booking feature, but this only allows a minimum of two delegates per group.
