Move State Field before County Field in Reg Form

I don't know an address format anywhere in which the State, County, or Province is entered after the country.

I think you should be able to drag and drop the fields in the custom fields screen on the administration side so that they appear in the correct order you want them.

However - when I have had sites do this before its because the Country decides the state pick list... ...I've not sure if thats possible in EB as I don't currently use the state field at all...
