second country is not counting tax when buying

Hi,

When customer chooses to buy from a second country, there is no tax counted if buyer wants to pay. When choosing for first country it works well. Both countries are set up same. Why is second country not counting tax? What am I doing wrong?

E-shop version 2.6.2 Joomla 3.7.1
