Dear Mark,
You just need to do the following things:
1. Go to the back-end of your site, then go to Extensions -> Manager to choose eshop-dutch-translation.zip language package in the EShop package to install Dutch language package for EShop.
2. Go to Extensions -> Languages to choose Dutch and default language on the front-end side.
Then you are done. Please try with that and let me know if it works as your expect.
Sincerely, Giang
