Tax not working on public view

Hi,

I have a problems:
1. The Tax mechanizm not working in public view mode (not logged in on webpage). What is the problem?
2. Exapmle „Order Id: #12”. --> How can i config, that the order id must be mininum 6 characters? It is possible?
3. The account modify page on webshop (attached picture). How can i hide the customer group combobox? How can i config, that every new registration to be default customer group?

I don't want modify. It's good the original order ID character number.
