If there is a problem or change to an order by telephone can admin create a new order with a request for payment by paypal on the invoice

Currently, there is no feature to create new order from the back-end side of EShop. We consider to add it in the future.

its already 1 year 8 month since this issue raised up. Is there any development regarding this? this is important feature that should shop adminstrator have....easy to manage/create order from backend..
