I´m not familiar with "Quote", but I think I figured it out, but I need to be sure, also as I need to translate it correctly
Here my Q:
Is it a cart where my customer can add a product and send to me a request to give them an offer at this produkt ?

You are right. The Quote Cart mode ignores the stock warning because Quote Cart mode only allows customer to submit the quote to the admin's store.
