Hello Kai,
It is quote mode, not cart mode. Quote mode allows customer to add products to the quote and send the request to admin. Please read more about it here: eshopdocs.joomservices.com/sales/quotes.html

I know there is different at "quote mode" and "cart mode".
I am unfortunately not familiar with "Quote Cart".
This is new for me, because it is not something we use here in my country, so I need to find out exactly how it works.

Hi Kai,
You are right. The Quote Cart mode ignores the stock warning because Quote Cart mode only allows customer to submit the quote to the admin's store.
