How can Admin add an order manually?

Hello
I am enquiring if administrator can manually add an order and produce an invoice on behalf of customers who for various reasons cannot order from the front end.  
For example, the "Order" tab does not have an option for "New" to enable the admin to manually add products.  Is there an option for this somewhere?
