Fractional Quantities

We have a product that needs to be purchased in fractional quantities.   Customer would for example buy 1.25  or 2.4 as quantity.  The system does not seem to be supportive of this although there is a configuration for setting steps.  Are you only allowing whole numbers for quantities.
