Free In-Person Pickup

I need to add an option for "Free In-Person Pickup". I attempted to use the "Free Shipping" plugin by changing the title to "Pick-up in Person" but it still says "Free Shipping" in the checkout. Is there a way to offer Free Pickup as an option along with the shipping options?
